Or this.

to uninstall Internet ExplorerThe following instructions apply to both Windows 7 and Windows Vista.
1.Click the Start button , type Programs and Features in the search box, and then click View installed updates in the left pane.

2.Under Uninstall an update, scroll down to the Microsoft Windows section.

3.Right-click Windows Internet Explorer 9, click Uninstall, and then, when prompted, click Yes.

4.Click one of the following:
•Restart now (to finish the process of uninstalling Internet Explorer 9, and restore the previous version of Internet Explorer).

•Restart later (to wait until you shut down or restart your computer).

NoteAfter you uninstall Internet Explorer 9 Beta, the previously installed version of Internet Explorer will be available on your computer. It is not necessary to reinstall.

Try start- all programs- accessories- system tools and start IE (no-addons). If IE loads then select tools- internet options- advanced tab and the reset tab for IE.

If he is on XP or Vista get him to run the Fix it on this.

IE9 I think is still a beta version and you should not get that on Windows Update.
Try Add-remove,
Turn Windows features on or off.
And make sure IE8 is ticked.
I am using IE9 and trying that IE8 does not show so maybe it will not appear until you remove IE9.
If using W/7 go to Internet Options.Advanced and press reset.
That resets Internet explorer to its original state.

Ignore my last remarks for reset as rdave13 has already suggested how to do it.
