How can I restore permanent deleted e-mail, microsoft outlook,pop3? Or are they gone forever.

If not in your 'deleted' box then look via webmail on the ISPs server.

You could also try searching your PC for .eml files. Don't know your OS but in 7 , open windows explorer, computer, in the search box top right type in .eml. See what it finds. Hover the mouse pointer over the mail list to find the mail's title. Depending on how much mail you have/ had saved on the PC it might be a laborious search.

Have a look in your "Sent items" if you have "include message in reply" set then some of of the deleted messages may be in there, except for the last reply to you of course.
