Header tags

This may seem a daft question.

When using header tags do I have to use the h1 tag first or does it not matter.

The situation in question is that I want to use a header tag but h1 is way too large in size. So do I use h1 and then select the text and reduce the font to size 2.

Or can I use h5 as the first header tag, which is the font size I want.

All websites have to strive for a degree of accessibility compliance now. Accessibility standards say that header tags must be logical, i.e. that the main header must be H1. The subheadings of that must be H2 and the subheadings of those H3 etc..

I'll set the tags as h1 and reduce the font.
