H/drive doesn't start

I loaded a new h/drive with XP and connected it to a new m/board & CPU in a new case, having shorted the CMOS. It starts normally but quickly goes into the point where I have to pick how I wish to start it. The only way is in Safe Mode where the few icons I had placed on the desk top appear - but the background is black! I have tried loading XP again but part way through it stops and goes back to the beginning of Windows. According to Device Manager,. Everything is in order.
Has anyone any idea what my problem is?

Have you loaded all the motherboard drivers?
Check what the manual for the motherboard says for a new build.

I'm not sure about that. Although I've put the CD in, expecting it to load automatically - as it is supposed to do, as the system isn't working properly to start with ...I'm not sure.

It will have wrong drivers for your motherboard/cpu

Boot to BIOS set CD as first boot device, with XP CD in drive boot PC abd watch for the "Press Any key to boot from CD" message.
Format the partition/drive and reinstall XP.
