since having Broad Band, distance phone calls ???

Since getting Broad Band (576 kbps) I cannot call SOME distance numbers, when on or off line. I have found that when the modem is not connected I can call a previously unobtable numer if I remove the phone from the filter and plug it in directly Strange though as a call from Wale where I live to either Leicester or Plymouth work fine and yet a call 15 miles away but needing a national code give an unobtaible reply.
To sum up I can call any distance nuber from any phone when not using the modem if I plug diretly into a phone socket.
I fail on some distance numbers if the call is via the filters??
