hard drive space incorrect

i seem to have a problem with the free space quoted in windows when i view disk properties it quotes my free as 10 gb from a 30gb drive. but if i highlight every thing it and go on view properties it says iam only using 18 gb which means i should have 12gb. i don't have any hidden files and it is not my primery drive (windows on a diffrent drive) i have windows xp professional who do i solve this

18 and 10 is about right 28Gb for a 30GB as they are not true Gb's. they use the 1000Mb as a 1Gb but it should be 1024Mb per 1Gb
