Gold Bar on IE

Trying to update my Adobe Flash Player, I'm told to click the "gold bar" at the top of the IE address page. As my page opens directly on to Google, I don't seem to have this gold bar present. How do I get it displayed please?

I wonder if it means the bar that apears just under your address bar. right clicking and click the first line that says allow file.

Just download the stand-alone installer; click here

Close Internet Explorer before running the installer itself.
