Genuine or scam?

I had an unsolicited phone call from the Indian sub-continent(?) - the caller spoke poor English.
He claimed to be from Microsoft and demanded that I switch on my PC so that he could advise me how to correct its slow running. I asked him how he knew that the PC was running slow and he replied that Microsoft had received numerous error messages from the PC.
What puzzled me was that I was not aware that I had ever given my name or telephone number to Microsoft. So I declined his offer of help.
Was it a scam?
