Maybe worth running defrag and scandisk in safemode. If this doesn't clear it run system file checker; RUN/ type sfc and replace any corrupt files (but note ALL changed files show).

It would seem that it's having problems loading something at startup, chippy+, maybe a driver conflict or a problem with one of the startup applications trying to load. If MichelleC's solution doesn't work you may be better trying a clean boot. To do that go to Start > Run, type in "msconfig" (without the quotes), click OK, and click the General tab. Choose "Selective Startup" and untick the boxes below that, "Process Config.sys file", "Process Autoexec.bat file", etc, click Apply and let it bootup. If the computer starts up normally with out any problems, go back to msconfig and re-tick "Normal Startup" and then go to the "Startup" tab and disable the applications in there, one at a time, rebooting in between, see if you can spot any application that is causing the problem. If you can't find an application that's causing the problem, then do a search for the "Config.sys" file and the "Autoexec.bat". When you find them, rename them to "oldconfig.sys" and "oldautoexec.bat" and try a re-boot, see if that cures the problem.
