free voice/data software

I am trying to help a pensioner friend establish an internet connection at low cost so he can recive e-mails from his relatives.
He has a modem in his PC but when I try to install Tiscali pay as you go software I get the message "no dailing tone". The Device Manager states that the modem is working OK I know the line is ok because there is a phone working well on this telephone point.
I cannot find any reference to relevant software in add/remove programmes and wonder if this is the cause of the problem.
Is there any free generic software which I can download to test this theory?

1. Is the software an up to date version?

2. Is the telephone line capable of taking an internet connection? Just because a phone works doesn't necssarily mean that internet will, although nowadays I would be surprised if it can't.

3. What OS is being used?

All you require are the modem drivers and to ensure that it is set for the UK.

A Tiscali PAYG account can be set up from IE's Connection tab filling in the necessary details.
