Free programme to reduce photo quality

I want to reduce the quality of some photos but not the size. I've got PIXresizer but it reduces the dimensions as well.

Is there something else that will do what I want?

Converting them to jpeg can in some cases reduce the quality, I think some converters allow various degrees of jpeg quality, in percentages. I have seen that before, but can't remember where.

I've downloaded Image Resizer from Microsoft PowerToys. It didn't ask where I wanted to put it and it doesn't appear on any list or menu.

How can I find it?

Click Start,then Search,and type image resizer.If its on your pc it should find it.

The Power Toys image resize option is in the right click options.
Right click on the image and the resize option is there. You can highlight a group of pictures and do them all at once.

might be missing something here but why on earth would you want to reduce the quality of a photograph? Thought most people always wanted to increase the quality of an image.
