free pc to phone using broadband??

Does anyone know if it's possible to make a free phonecall abroad using broadband on the pc...a mic on the pc and the speakers to receive?

Only if it's to another PC at the far end. Otherwise the call has to go via a land based telco and they will want paying at some point.

Looks like Virbiage and Skype require the other party to be members...but is it possible to ring just anyone??
