Firewall problems

When I start my pc I get a balloon pops up to tell me my firwall isn't switched on, click here to sort it. So I click the balloon and it says the firewall IS switched on. I dont know if its something to do with Google, because it wont load the google toolbar while it has the baloon showing.
Its only started happening recently, I have been using Tiny personal Firewall for years with no problem.

1. Click Start.then RUN and type gpedit.msc. and hit ENTER
2. Double click User Configuration, Administrative Templates and start menu and taskbar.
3. Select "remove ballon tips on start menu"
(its about 3/4 of the way down the list) right click on it and select properties.
4. Select Enable and hit OK.
5. Close group policy editor.
