File ~ in root directory

I keep finding a smallish file (365Kb)called ~ in my root directory. It has no extension - what is it doing there ?

This is a temp file.
It is usually created when an application needs temp storage for a document or other file when the application is actually running.
If it does not delete itself after the relevant application has closed, you may delete it manually.
