Extraction of Microsoft Hotfix

I have recently been sent a hotfix to correct an audio/video synchronisation problem with my new TV tuner card. It is an exe. file that was emailed to me by my computer provider (Mesh). Probem is when I try to extract it I get a message saying "Windows found that this file is potentially harmful. To help protect your computer, Windows has blocked access to this file". Help & Support Center says I can unblock the file by clicking the unblock box in properties, but the properties box for this file doesn't contain an unblock option. Can anyone help?

Thanks for that. Have now extracted file but when I try to run it I get an error message referring me to the log file, which says:

You need to refer that to Mesh, one of the installed system files is already newer than the version the hotfix is designed to update.
