A mate just dropped his PC into me as following just pulling the plug to shut down his PC,(idiot,I know),he now gets the error:

Windows could not start because the following file is missing or corrupt:

\WINDOWS\SYSTEM32\CONFIG\SYSTEM

You can attempt to repair this file by stating windows setup using the original setup CD ROM.
Select 'r' at the first screen to start repair.

Is this the best/easiest solution to the problem?

Well you could do a repair click here but afterwards you would need to load Windows updates.
