'Error 429'

Can someone help please. I don't know what I have done but I keep getting 'Runtime error'429' ActiveX component can't create object'. I am trying to run Registry Mech. but the error stops me. I am VERY VERY limited in my computer knowledge so if someone could explain how to cure the problem in stage by stage in a simple language I would be very gratefull.

P.S Why do I keep tinkering and making these problems for myself?
