Endless boot loop

I am having trouble with my PC. It starts to boot but after it reaches a certain stage it just either locks up or starts to boot again.

It will boot into safe mode, I have done this a number of times and tried the following to rectify the problem:

System restore;
Virus scan;
Windows Defender scan.

The restore was successful and the virus/defender scans came up with nothing, but still it won't boot. I tried safe mode with networking so I could go online and download my graphics drivers to reinstall them but they won't install in safe mode as it says I don't have DX 8.

The system is almost five years old and I cannot find the XP restore disk it came with. Any ideas what I can do? Or am I at the stage of biting the bullet and splashing out on a new system.
