Do you mean "End Task" or merely closing an application?

End task will show what is running at that moment and you may not be selecting the right item to close, but you can scroll to one of your choice or cancel the procedure.

I get the same thing.

It usually happens when a program freezes, I have to hit Ctrl/Alt/Del, then when I hit "End task" everything disappears for a couple of seconds(except desktop wallpaper). The icons then reappear except for a few in the "System tray". I've always assumed that means they are disabled, so for safety's sake I reboot.
