Hiya. I have a few pdf files that i want to annotate. The only problem is that the pdf files do not have commenting enabled.These are lecture notes from uni - is there any way to enable commenting on them?
I'm 99.99% certain that you cannnot comment using the Reader.You'll need the Acrobat for that.But I wait to be corrected.
Yes - with a reader, you can only read. Thats why its free.
Oh! I've just thought. There are some other cheap/free pdf writers out there, any one of which may do the job.

many pdf files are locked by the author, so there is no way to add comments etc no matter what program you use
