Empty ports!

A window is telling me that I need to change the port that one of my programs is using.Is there a way that I can find out which ports I have free , I have tried randomly to select one but every time I pick one I'm told that it is already being used buy another program , any one help please ?
P.S I am running Win98SE.

When my system is turned on and the start up screen appears, a message box type window says that spamweed could not function because another program was using port 110 , it then asks if I wish to change the port that spamweed uses, I then get the option to cancel or OK, if I click OK I then have a box where I can delete the number port 110 , and change it to another port , I hope this is a bit clearer .

WHEN I SCAN THE DISK FOR ERRORS I GET MESSAGE THAT ANOTHER PROGRAM IS RUNNING AND MUST BE SHUT DOWN. hOW DO I FIND WHAT PRGRAMS ARE RUNNING.
