email problems

My father has recently started getting error messages when trying to download my emails using outlook. And have tried installing the latest service packs etc from microsoft which they say solves the problem without any joy, he is using norton internet security 2006 which i thought may be the cause but even if i disable it i still get the same messages :

firts time he tries to download the emails he gets - the error code 0x8007007E

then everytime after that he gets -

Task smtp.ntlworld.com - Sending and Receiving' reported error (0x8004210A): 'The operation timed out waiting for a response from the receiving (POP) server. If you continue to receive this message, contact your server administrator or Internet service provide (ISP).

I tried setting up my email account details and get the same problem so it defineately seems to be the PC at fault and not ISP.

Has anyone experienced a problem like this and can help.

thanks jackcoms but the system has all the latest updates installed, also i have tried re-installing outlook as well.
