No, as email addresses can be either static or floating (Hotmail etc) and are not area-specific. To do this you would need access to all the ISPs records and the Data Protection Act would have apoplexy. Getting occupants and house addresses is easy - voters register :-))
I have a strange feeling that the spooks at GCHQ/Langley,Virginia may be able to do this *cough* Echelon *cough* and with all their Crays and ultra-geeky programmers they want talking about if they can't. ;-))
