today i installed thunderbird but it didn't recive any e-mail is there any way to change the e-mail options

You have to setup accounts. if you used oe look in the mail program for importing OE settings and mail

outlook 2000 but thay both wont recive e-mail

in any email program you must set up an email account - telling the program how to log-in to your Internet Service Provider's mail servers.

Have you done that in either Outlook or Thunderbird, or both?
