Notebook missing files

I have a Dell Latitude XPI notebook
This has an External CD Drive and Modem both on PCMIA cards.
All systems were go .
Then suddenly without any inappropriate action on my part as far as I am aware
both stopped working and the following message comes up.

"Windows cannot identify or use the cards because there is no memory area available
for the PC card devices.
Check Config Sys memory manager that is exluding in upper memory regions
A0000 & ffff "

No Cd Drive
No modem

Therefore can neither reinstall Windoze or
Download anything.
Can do a download on the desktop and copy to a floppy though.
