Drive letter assignment; doesn't work

I've been trying to change my drive letter assignment but it doesn't seem to work.
The drives are:
A: Floppy Disk Drive
C: Hard Drive
D: Smartmedia Drive
Operating System is Windows ME

If I go into system properties for each of these devices the drive letter is greyed out and I can't change it. None of the drives are removeable. Is there a way to get around this? or am I stuck with this configuration of drive letters?

My friend has a similar problem. His laptop runs W98.
Its a three year old Dell Latitude CPi with a swappable drive bay which has CD-ROM in it at the present time. He also has a USB FDD. He wants to assign the removable floppy to A: but can't (has the same problem as me), presently no drive occupies A:

Right-Click 'My Computer' and select 'Manage' to bring up the 'computer Management' window.

On the Left pane, you'll see various menus. Select 'Disk Management' and all your drives will be displayed in the right-hand pane.

Right click on the drive you want to change and select 'Change drive letter and paths...'.

You won't be able to change the C: drive but you can change the rest.
