downloaded video quality

I'm pretty new to this so any help would be greatly appreciated.
The problem is that most of the amateur videos I download are poor quality to say the least.
What can be done to improve the playback quality?
Do I need video editing suite,if so which is the best for my needs? Or are there other things I could try?

Archie I've tried this a bit but am fairly new to this sort of thing as well. I use a 56k modem as Broadband isn't available in my area. If you are using the same then what you get is probably as good as you can get, if you manage to upgrade the picture quality the download size will increase dramatically.
Just had a thought, when you say downloading do you mean from a video camera ie to back up on to CD?

Totally-braindead,no what I mean is downloading via56k modem from the www and replaying on my pc.
I understand what you say regarding picture quality and file size,which is why I asked if there is any way to improve picture quality after downloading.
