Down load Measuring ?

I am looking at alternative ISP broadband providers since mine --ORANGE --appears to be getting slower and slower and also 'trips'out
Is there any way I can measure the amount of down load I require?

What has been happening with orange is this, in the Manchester and other areas there has been a few outages. Also they are throttling heavy users on the unlimited service even though they say you can down/upload as much as you desire during non peak hours without being penalised. It would appear they are not keeping to their own terms! So even if you abide by their fair use terms they are rennegading on their terms to you.

I had a feeling this is the case
I have been looking at alternatives but most have a poor record on the amount they supply
I understand that a Goverment watch dog is going to report in December on the poor service given by ISP's
I shall look with interest
