how do i know if my psu is powerfull enough? its only 350w and i think its why my pc has always been a bit slow i have copied the specs below. can anyone tell me if a hard ware problem is the fault? (i have tried putting in an ATI 6800 PRO, but it didnt work properly and i had large blocks in the screen when playing far cry)

I would tend to think it is a graphics card driver problem so if your psu figures check out(which i think are ok)this is where i would start. the 6800 pro is an nvidia card not ati.If you loaded an ati driver then that's the problem. If it was a typo, then did you uninstall the old driver before installing your new card.
I personally would think a 350 watt supply should power this setup but if its an unbranded one it might be struggling a bit. In short yes, I think the power supply is the problem although I did have a similar problem with a graphics card once and it was the card that was faulty.
The 9800 Pro from memory has a secondary power connector, you do have that connected don't you?
