What does it mean? and why, when I repair network connection, does it say can not finish repairing because Clearing the DNS cache can not be completed?

The DNS cache stores name and IP address information on sites visited using the browser. The error message you're getting usually appears when the DNS Client service isn't running. It's not essential and should be disabled anyway if you have a large HOSTS file. Read more here; click here

No point starting the service to "flush" the cache, there'll be nothing there anyway, but it would be useful to make sure that the service starts and stays running when requested.
