Does a NTFS hard disk defrag quicker than a FAT hard disk?

In theory the NTFS cluster arrangement should make more efficient use of your hard drive so should be quicker to defrag.

At the risk of "teaching my grandmother etc and apologies if this is the case, it is quicker whichever file table system you use if you defrag in Safe Mode as only basic programmes are loaded and you won't have stuff running in the background which will interfere with a smooth defrag.
