Direct X detection problems

I have downloaded direct x from the microsoft website and it installed on my system, however, when I try and run a program, I get an error message saying that it's not installed. Can anyone please help me.

Start, Run, type in

dxdiag

and click OK. What does that say?

The DirectX Diagnostic Tool (Dxdiag.exe) is installed with DirectX and can be run by clicking Start, clicking Run, and then typing dxdiag. For information about using the DirectX Diagnostic Tool, click the Help button in the DirectX Diagnostic Tool.

it, tells me that i have the lastest update installed on my system and and the test's i've run and coming back fine

it's actually a game that I trying to run and i get this error message;
could not load th DLL library
D:\redist\dsetup.dll.
