I bought the game LINKS LS 1998 EDITION a couple of years ago when I had
Windows 95 installed on my computer. The game played perfectly and even when
I upgraded to Windows 98 there was no problem.

My CD copy of the game has Direct X3a installed but since I have upgraded
to the latest edition, Direct X9, I cannot play the game and keep getting a
message about DirectDraw init FAILED.

Can ANYONE enlighten me as to the problem ?

You could go to the games website and see if there are any patches available for the game to make it work with a more up to date version of Direct X. Other than this, I don't know. Sorry.

Or better still, why not go for the latest version of Links? The graphics and gameplay must have advanced considerably since the 1998 version and must be compatible with Direct X9.

If you read Microsoft's DirectX home page comments on DirectX 9 you will see that it warns that there may be problems with older drivers etc and that these should up updated.
