Desktop Not Starting Up

I have a desktop with an MS-7255 Motherboard.

It doesn't switch on - no power, no lights, no beeps, nothing.

One thing I have found is that if I unplug the ATX 12v Power Connector JPWR1 from the motherboard, the PSU starts up and the processor fans starts up, but there are no beeps from the m/b and the monitor stays on standby. The manual tells me that the JPWR1 provides power to the CPU.

I've tried 3 different power supplies and got the same result.

Does this mean the CPU is blown?

Certain sounds like it but I suspect motherboard as well.
I wouldn't try fitting a new cpu into the old board as it may blow it, therefore in your position I would consider a motherboard bundled with cpu.
