Dell Inspiron with ME wont access external HDD

One of my flock has the above Lappie with ME
She also has external HDD
The computer will not deliver an icon to desktop so that it can be accessed.
When plugged in, the power light comes on and the activity light comes up.
The computer recognises the drive but does not deliver an Icon to 'My computer.'

Checking the status of the USB in Control Panel/ System/Device manager both ports do show a yellow.
reinstalling the driver has no effect. still a yellow, but this does not stop them operating.
The ports to put up icons for a flash drive and a Compact flash reader and both will access read and write.
But not so for the HDD
Meanwhile the HDD runs perfectly OK on a desktop with Win2000.
On my computer[ XP Pro] it behaves as with the Win Me.
The machine knows it is there, when I plugged it to a USB1 hub- a window came up highlighting the device among all the other devices and told ne it would perform better on the USB 2 PCI card
But it is not delivering the Icon to access it.

It has been pointed to me the the external hard drive had anearlier life with a Win 2000 machine
therefore a likely reason that the Win ME wont read and the other 2000 Desktop did
differing file system.
But if this is so what about my XP Pro machine NTFS files is this not the same as Win 2000?#And what can one do to make it readable on any machine?
