Deleting Icons from Welcome Center

Just beginning to find my way around a new laptop with Win Vista Home Basic.
On startup,get a Welcome Center page with icons etc from Tiscali and AOL,which I don't want.
Is there a way to get rid of these icons without deleting the whole of the Welcome page?

Thought I might add the background to my OP in case it helps others.
I've been scouring forums for a way to get rid of an Error 815 which I'm getting when I try to make a wireless connection.
On another forum, removal of these icons was suggested as a way of overcoming this and it worked for one person.
If my ISP can't provide a fix I'll post a separate thread.
