Delay start up program

I use 'oe tray' to start Outlook Express minimised to a tray icon.

This is placed in my Start up folder and usually works well, however as my firewall, internet connection and anti virus are also starting there are times when oe tries to connect before the connection is established with obvious results.

So can I delay 'oe tray' in any way to allow time for the connection to be made? I am on broadband so we only talking about a few seconds!

I use Windows ME.
