can and is it any quicker to de-frag drives in safe mode or has the comp to be booted up normally

you can de-frag in normal or safe mode no difference except that in safe mode there will not be any programs running in the background to cause any interruption

"Safe Mode" will allow you to defrag more of the disk, 'cause as stalion, there wont be any programs running in the background!!!

Out of interest, which system are you running??
win 98SE, ME, XP?
If it's Win 98 SE you can install the Defrag.exe file from Win ME and it will run about 10 times faster.
