Database for CE 2.0 & Mobile [USB] Flash Memory?

Do you know where I could find one of the following 2 items:

1) an utility that adds categories to Microsoft Word documents -- the same kind of categories in "Contacts" in Microsoft Outlook -- such that: rather than put Microsoft Word documents in folders, I could assign them categories and recall them by category;

2) a mobile database that can be opened by Windows CE 2.0 and Microsoft desktop operating systems [e.g. Windows 95, 98, XP, etc]

I want to have a database that I can use in 3 formats:

A) on my desktop computer: Pentium II with 300 Mgz and Windows XP Home Edition;

B) on a compact flash card type I, on my Casio Cassiopeia Handheld computer A--22T; it has a keyboard, a slot for a compact flash card type I, and a slot for a PCMCIA card type II; the operating system is Windows CE 2.0;

C) on a Trek Thumb Drive [64 MB] that is a mobile flash memory that I can plug into a USB port on other computers;

I have Microsoft Office Suite 97, but Pocket Access does not work with Windows CE 2.0;

A database made with Microsoft Access 97 can't be read on other computers because most other computers don't have Access;
