Creating Windows 7 desktop themes

I have a fairly-new Windows 7 PC. For some time I thought it would be nice to create my own desktop theme using my own favourite photos. Having not found an appropriate tool in the Control Panel I clicked on the link to Microsoft's downloadable themes, hoping there would be one there - but alas, there isn't!

If you know of a suitable bit of software which allows you to create your own themes, I would be very grateful if you could let me know what it is and where I can get it. (For free or chargeable.)

Many thanks for the quick replies Mat Alan & northumbria61. I figured there should be a way to do it - and when you know how, it's quite easy!

I now have a nice theme of our grand children set up thanks to your replies.
