creating a small hotel network solution

My parents own a small hotel. 3 floors , 9 rooms all ensuite. they have a bt business fibre optic account with a business hub 3. what we want to do is give each room an individual ssid and password and have the ability to control how much data the guests can download. this is for multiple reasons 1st is security of protecting th network their business pc is on. also to stop guests logging on and downloading 3 gb of films etc. and to stop guests accesssing other guests pc or laptops. again for security. now they have bt wifi extenders up the hotel but this only extends the one network which the business pc is on. really what i want to know is what equipment i need to be able to do this. prefereably something simple to use and set up as it will be left for my parents to control. someone suggested an apple airport extreme but before i fork out £170 id like to know if it would work for what i need or what would be better.
