cpu will not automatically shut down

I have a 2000 Gateway desktop that operates xp professional. For some reason when I go to the shut down command it does so, but as I walk away it restarts to the log in screen. It does not tell me that anything is wrong with the shut down process, it has a mind of its own. The only way to turn it off is to wait until just the right moment and push the power button. Does anyone know what is going on? Thanks for your help.
