cpu usage

I have xp sp2, athlon 3500+ pcocessoe and 1gb ram. Just after I started my pc I looked into Task Manager,(I dont know what prompted me to do this) and the cpu usage was fluctuating wildly between about 65% and 100%. I think the only application running was MSN Messanger. After about 3 or 4 minutes (as I am writing this)the cpu usage is now fluctuating between 4% and 17%. I have Norton Internet Security, Norton System Works, Norton Ghost and Go Back.

Does anyone know please, if this initial high cpu usage is normal and if so explain why it settles down to a much lower level after a few minutes.

Norton is very RAM and CPU intensive - if a spyware/adware/virus scan is negative, blame Norton.

The initial surge could have been norton running background scans on files and MSN,it always peeks when things load up and settles to a stready % after.
