Contention Ratios

Can anybody tell me what contention Ratios are in the context of ISPs?

I've seen 15:1 and 8:1 quoted. Are these good figures?

Contention Ratio means (roughly) that there is only one "route" from abc street to the ISP,which is shared by 15 or 8 people,the less the number then the higher the likelyhood these people get good connection speeds.
