Connection speed drops every 5 or so minutes

I have an NTL brodband 10mb sharing it with 3 other people through a router (Belkin Cable/DSL Gateway Router Model no. F5D5231-4). The connection speed keeps dropping to zero every 5 or so minutes but does not disconnect (the connection freezes). It stays there for about 30 seconds and then increases again to its maximum. This happens even when I am not downloading, just browsing or even when doing nothing internet-related and it happens simultaneously to all 4 computers on the network. I have tried connecting the computer directly to the NTL modem and there is no problem with the connection so it must be the router's fault. I have tried turning off the router's firewall and enabled the DMZ option (no PING is allowed) with no results.
