Connecting a LAN

I have 2 pc's connected by a LAN and although I can connect to the net with the first, the second has stopped connecting. The first is on XP home with SP2, the second is on 98SE.
On the first it shows the LAN connection is up and running although I tried the repair option to see if that would fix the problem. This came up with the error unable to repair because the DNS cache couldn't be cleared.
Would this be a settings problem with the second pc? was previously working until my ISP had server problems last night when both would connect the ADSL but browsers wouldn't function. This morning the first pc seems ok now but not the secong grrrr.
Any suggestions please?
