Computer requesting restart at every startup

I have run two different registry cleaners, but still receive a message ( which does not appear the same as the similar message although the content is the same) requesting restart. AS far as I can see there is no genuine reason for this restart, and if I accept, the restarted system still requests a restart!" Can nayone advise, please?

ICF - no nothing new. Couple of Microsoft autoupdates for Defender and Malicious software removal. Nothing else.

Try a system restore to a date before you had the problems.

also check event viewer for errors.

Never used Evnet Viewer before - v interesting.It seems to be a process called Service Control Manager. Text just says Error
