computer not starting

I'm building my own pc. i have p4m900 motherboard with, dual core E2140 1.6 processor, with 1gb dddr2 ram, 250mg sata drive and dvd writer. I have connected all the wires correctly but when i start up the computer the cpu fan and case fan starts up for not more that 1 second and then switches off again.

What am i doing wrong?

That Power Supply is to weak or either its had it.

450 wat power is what is needed.also check that the board is comaptable with e2140 processor some are not,also check board is compatible wit ddr2,again some are not.also there is a jumper needs setting for changing between ide &sata you should check this as well.
