No CD/DVD or CD-ROM access is missing error Code 19, Code 31, Code 32, Code 39, or Code 41
Try this if the optical drives are not appearing in My Computer or Device Manager.
(This is sometimes caused by the removal of Roxio or other writing software.)
Run regedit and navigate to registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}.
Highlight it and in the right pane, find the Upperfilters and Lowerfilters values.
Highlight each one in turn, right click and delete them.
Close regedit and restart the computer.
If in doubt make a restore point before making changes. click here

Just do a System Restore back to a point BEFORE you used Nero to burn the cd.

A forlorn but possible hope with 98.....

Boot again and keep tapping F8 from the early part, well before Windows loads.

You should get a DOS screen with 5 options.
Choose "Command prompt only" (Enter)

At the C:> prompt type scanreg /restore with a space after scanreg.

You will have the offer of loading the last five dates when Windows ran properly.

Choose a date just earlier than the trouble and follow the screen of luck.

Diemmess gave us a clue on how to fix the problem. We tapped the delete key when booting up to enter setup. We then restored bios settings to default and this solved the problem.

Thanks to everybody for their help.
