COMPUTER CANNOT SEE WIRELESS CONNECTION

My neighbours main RCD tripped yesturday when he was on the computer - VISTA O/S BT WIRELESS HUB.
Since then he hasn't been able to connect to the internet. (I have never had wireless so I can not really help him) BT Have gone right through their system by remote and everything is OK up to the main Hub and the internet phone works as well from the HUB. when you click on connect it cannot find the BT Wireless Dongle, this has got a light on and in device manager all usb appear to be OK. Even in the Computer BT manager it says there is no wireless connector. Would the Dongle have been 'flashed' and now useless through the sudden loss of power? any help please
